I offer two tiers of painting and base decoration quality - Tabletop and Display. Details and photo examples of these can be found below. I normally like to discuss customers' individual requirements, and then provide a quote based on the amount of work that will be involved. However, listed below are some prices for generic mini types and sizes, to give you an initial idea of cost:

If your miniature needs something special, like modifications, a custom banner or tattoos then I will have to assess each figure individually. This also applies to figures that do not exactly fit the categories above; like specialist troops or vehicles; or customised bases. Obviously I will discuss various colour schemes and basing with you. I also reserve the right to say "no". I hope you understand.

All the Gonks I paint at this standard are given an undercoat, a basecoat, a wash and minimal highlighting. All figures are given a matt varnish. If your mini is to be part of a massive army then I think "Tabletop" would be a sufficient (and the most cost effective) standard to paint them up to.
This higher standard takes at least double the time to complete. Each figure is given multiple shades, blending and highlights in addition to the undercoat, basecoat and wash of the Tabletop standard. I generally do whatever it takes to make a seriously outstanding figure that once played with, (if at all), would be carefully wrapped up and then stored in a display case for all your friends to coo at. If the mini is your army "general" or for use in "skirmish" games or roleplaying games then I'd choose this standard and have it looking the best that it possibly can.
My Tabletop and Display standards also apply to the base decoration I can offer. A Tabletop base would consist of simple earth, rocks, sand or grass, and would be the ideal choice for a large army. A Display standard base can involve all this plus "urban rubble" or "lava flow" for example - in fact most things that you or I could think of. Obviously the more elaborate your idea, the longer it will take and the higher the cost will be.
